Permian Strategic Partnership Announces New Chairman, Jack Harper

Chairman Don Evans transitions to Chairman Emeritus with a legacy of vision, impact, and resiliency

Midland, Texas (Sep. 11, 2025) – The Permian Strategic Partnership (PSP) today announced a leadership transition that marks both a celebration of its founding vision and an opportunity for continued growth. Jack Harper has been appointed Chairman of the Board of Directors, succeeding Sec. Donald L. Evans, former U.S. Secretary of Commerce, who has led the organization since its inception in 2018. After seven transformative years at the helm, Sec. Evans will step into the role of Chairman Emeritus, continuing to advise the PSP while dedicating time to his role as Chairman of the Board of the Beacon Alliance.

Guided by Sec. Evans’ visionary leadership, the PSP, a civic enterprise, has grown from a bold idea to address the Permian’s challenges six years ago into a powerful coalition of 26 oil and gas companies and 2 university systems united by a shared mission to strengthen and enhance the quality of life in the Permian Basin.

Harper’s appointment signals the PSP’s continued commitment to its core mission while preparing for the next chapter of growth.
